It's not very common to see it done anymore, but I still see it from some places that you can not submit a change of address from like colleges, hospitals, hotels, etc. Like another comment said, if you are going to do this then you should black out the barcodes on the front and back so it doesn't keep coming back to your address through automation. It will likely take a bit longer than if there was an actual change of address on file because most of that mail is done through automation. Yes, as long as it's first class mail you can cross out the original address and write "please forward to" or just "forward to" and the the new address and it should be fine.
